Shirley Parker Insley, 87, of Annapolis passed away June 3, 2022, with family by her side. She was born May 29, 1935, in Brandywine to Raymond and Susie (Tayman) Parker. Shirley was raised in Upper Marlboro and graduated from Frederick Sasscer High School. She enjoyed a successful career with the Prince George’s County Circuit Court, retiring as a Chief Deputy Clerk in 1987. Shirley was a member of St. James’ Parish, the West River Yacht Club in Edgewater, where she served as Past President of the West River Yacht Club “Buoy Belles” (Ladies Auxiliary); and she served in the role of Fleet Captain (2nd female to serve this role), Red Hat Society, and multiple local Democratic clubs. Shirley loved her daily life and activities in the Annapolis area. She had a love for boating, traveling, and spending time in Florida. She also enjoyed flowers, gardening, and spending time with her family and friends, especially during the holidays and family gatherings.
Shirley is survived by her children Ann Haggard Rosenberg and her husband Scott of Ludowici, GA, Deborah Cross Simpson of Mechanicsville, Diane Cross Scruggs and her husband Jamie of Bowie, and Coralee Cross Groves and her husband Kelly of Lake Placid, FL, grandchildren Chris (Colleen), Jay (Grace), Jessica (Jimmy), Jarrett, Melissa, Brandon (Harlee), Bobby (Elizabeth), and Michael (Amber), 13 great-grandchildren, brother Walter Parker and his wife June, and numerous nieces and nephews. She was preceded in death by her sons JR, David, and Michael Haggard, sisters Alice Shope and Mary Haiber, and brothers Charlie and Jay William Parker.

Dear Debbie, Diane, and family. My heart is heavy, as I know yours is too. I have known this wonderful woman for at least 50 years. I always admired her and looked up to her (even though she is shorter than me) for her style of supervision and demeanor whenever we worked together. Her beauty shone through as she smiled and laughed.
She will always be remembered by me and all those who knew her. God Bless her and your family.

When I first came to work in the Prince George’s Court, Shirley was there. She was a fixture, for sure. Over the years, you could always count on Shirley, in and around the Court. She was always so friendly, kind, proficient, and always could be depended upon. She was so highly respected. I never heard anyone, ever, say anything negative about her. It was interesting, also, to see her daughters, Debbie and Diane, grow up in and around the court. What a legacy. I retired from the court about 20 years ago. Shirley is one of the few that I have missed. She was one of the few that made the Court such a welcoming place to those who worked there. I am truly saddened by her loss.
Debbie/Diane, I have no idea what you must be going through in losing what I think is one of the most important compasses in your life. I know your mom was that to you and with this loss comes so many layers of heartache. Please know my heart is open to giving you anything you might need during this time of incredible loss. My sincere condolences to you and your family.
The Janos/ Rosol families send their deepest sympathy. Shirley will always hold a special place in our hearts. She made our dad very happy. They made many happy memories together. ❤️

Aunt Shirley was such a warm and compassionate person. Her smile and laughter made you feel special. When we spoke, I always felt closer to my mother (they were so much alike). She will be missed but never forgotten.
