Loucinda Cooper, 75, of Chesapeake Beach passed away August 13, 2026, at her home. She was born July 14, 1951, in Washington, DC to Graham and Margaret (English) Hockaday. Loucinda grew up in DC and later moved to Arlington, VA where she graduated from Wakefield High School. She married Randall Cooper on September 8, 1969, and they lived in VA and Glenn Dale, MD before moving to Chesapeake Beach in 1999. Loucinda was adventurous and loved listening to music, talking, playing cards and slot machines, helping others, going to the horse race track, working at Wolf Trap, and spending time with her family and friends. Most of all she loved spending time with her sister and best friend Ruth.

Loucinda is survived by her husband Randall Cooper, children Christin Cooper and Randall Cooper, Jr. (Lori), grandchildren Carly, Caitlin, Cassidy, and Cailee, sister Peggy Lee Ritter, brother Graham “Sonny” Hockaday, longtime friend Laura D. Parker, and her beloved dog Lucy.
