David S. Osman
February 25, 1945 – November 26, 2021
David (Dave) Osman, 76, of Dunkirk MD peacefully passed away on Friday, November 26, 2021.He was born on February 25, 1945 in Wauwatosa, WI to the late Stanley and Harriett Osman. Dave graduated from Marquette University with a BA in History and went on to earn a MA in History from the University of Virginia. He was in the process of completing his PhD from UVA when he was drafted into the military where he served in the USAF.
Upon leaving the Air Force he began working with the U.S. Library of Congressional Research Service as a Social Policy Specialist in Education where he focused on both elementary/secondary/post-secondary education and Native American education and training. After leaving CRS he went on to work at NSSB as a Senior Policy Strategist where he developed and populated a database of over 1,000 industry-based, skill certification reports which has become the foundation of nationally recognized, industry-based certifications for assessing and validating, and benchmarking outcomes of workforce development training programs. Later he worked as a Senior consultant for McConnell Jones Lanier & Murphy, LLP as a Senior consultant where he produced career technical training curriculum revisions based on selected nationally recognized, industry-based certifications.
Dave loved reading, listening to classical music and collecting rocks from places he had visited. He was known for having a big heart and always trying to help his friends out, often at the expense of himself. Whether it was driving a friend back and forth when they needed a ride, lending his last dollar or offering a listening ear and advice, he was always happy to be there, but is biggest source of pride was his son, daughter and grandson.
Dave is survived by his son Jonathan Osman and grandson both from Charlotte, NC, daughter Kenyetta Blunt (and husband Michael) from Dunkirk, a brother Thomas Osman from Denver, Co.
Friends and family are invited to Dave’s Life Celebration visitation at Rausch Funeral Home in Owings, MD on Dec 10, 2021, at 2:00 P.M. A service will follow at 3:00 P.M. As the only sibling and younger brother of David, I have good memories of growing up with David during the 1950’s and 1960’s in Wauwatosa in a devout Catholic family. David graduated from Christ the King elementary school, and Pius XI High School in Wauwatosa, prior to attending and graduating from Marquette University in Milwaukee. David worked part time as required to finance his education. Rest in Peace, brother. When a parent or a sibling dies, part of your life is gone.
David. You were our GEM. The Angel sent you to my daughter. You were a Step-Up Inspiration to my grandchildren. The BEST MENTOR ever for me professionally. A dear dear friend and most of all a wonderful family member. We had great conversations & many memories. You were just one of God’s last great men! Kenyeta is & always remain a joy and kept us informed about your illness daily. You should be proud of her home going for you today. We appreciate you and I love you David Osman.
