Donna Lynn Fowble
September 11, 1989 – January 4, 2025
Donna Lynn Fowble, 35, of Aquasco and formerly of Owings passed away January 4, 2025. She was born September 11, 1989, in Prince Frederick to William Lewis II and Charlene Elizabeth (Butler) Fowble. Donna was raised in Owings and graduated from Northern High School in 2007. She attended St. Andrews Presbyterian College in Laurinburg, NC and graduated with a bachelor’s degree in business. Donna had a great love for animals and the outdoors, she was a 4-H All Star and worked as an animal control officer for Prince George’s County. Donna was a thrill seeker and a very adventurous and outgoing person. She loved deer hunting, hiking, riding horses, all animals great and small, knitting, and arts and crafts.
Donna is survived by her parents Bill and Charlene Fowble, sister Kristen Fowble, grandmother Beverly Butler, aunts and uncles Bonnie and Bill Arthur, John and Tricia Butler, and Tiffiany and Richard Stevenson as well as numerous cousins and extended family members and friends. She was preceded in death by her grandparents Steven Butler, and Ruth Ann and William Fowble.
A time of gathering will be held on Sunday, January 12 from 12-2 PM at Rausch Funeral Home, P.A., Owings, where a service and celebration of life will follow at 2:00 PM.
In lieu of flowers donations may be made in her memory to Sophia’s Oasis for Equines or the Linda L. Kelly Animal Shelter at the address and links below.

Dear Charlene, Bill, and Kristen, I am heartbroken to hear about Donna’s passing. She was Alex Hartner’s, my daughter, roommate in college. It is hard to believe that they are both now gone. Alex and Donna truly loved each other. They were so much alike! Horse girls and adventurous and loving and fun. Donna was devastated when Alex died, yet provided so much support to us during those difficult times. I hope you have people in your life that can be there for you now as Donna and her suitemates were for us. I have thought of Donna so often over the years, and I will remember her forever. She lives in my heart. She will always be a very bright light in the lives of those who were lucky enough to know her. Donna was an absolutely fabulous person. Always eager to help, lend an ear, and she was so very hard-working. I wish she could live the life she made for herself. She will be greatly missed, especially in the animal welfare community. A real friend. I wish I was in town this weekend to pay my respects in person for your unimaginable loss. May peace and comfort envelop you and your family, and may Donna’s spirit live on through all of us and each of you.
Dear Billy, Charlene and Kristin, Watching Donna grow into her strong unique self was a privilege that includes Lucky Dogs 4-H Club, dog shows, horse shows, Horse Science Camp, Riverview horse camps, jousting, off to college, her career, growing her farm, the list goes on. Donna was a wonderful person to get to know, Donna and Michele saw that we were picking up hay online one day and just showed up to help, they would not take any pay, and the showed up the following year too, you will be missed by all. RIP sweet lady.
My deepest condolences to the Fowble family on the loss of an excellent young woman taken much too early. I have had the pleasure of working with Officer Fowble, how I will always remember her, at the Prince George’s County Animal Services Division. She was known for her compassion and expertise as much as she was for her smile, laugh, and gregarious nature. The compassion that she brought to her work was incredible. She regularly spent extra time with the dogs she brought into the facility that she had no prior affinity with or knowledge of. Allowing them to be with her while she did paperwork or just for a quick extra walk around the facility. Her loss is a loss for all the animals and residents of Prince George’s County.
I met Donna Lynn through her Facebook snake removal service a couple years back. I only had a few phone calls and one in-person visit with her, but I was very impressed! She came to my house to remove a clutch of snake eggs I had found. She was so pretty, sweet, polite and knowledgeable. Her love of all animals, especially horses, was evident. She had just recently bought her farm, and she seemed proud and excited.
My heart sank when I saw this. My sincere condolences to her family and friends.

Her infectus smile and bright eyes were a great daily greeting. A beautiful person, a beautiful personality, and zest for life. I knew Donna so well through her mother’s words. Charlene adores her daughter and made me adore her too in our countless conversations about her. I felt a kindred spirit and beautiful soul in Donna through her commitment and dedication to not only care for many animals in her personal life but to make it her life’s work and profession to protect animals in our society. The world needs more people like Donna, her loss is a devastation. Thank you for providing the above organizations so that our family can make monthly contributions in her honor and help keep the work alive that she cared for so deeply. Charlene, Years ago I worked at ELCON with you. I am sorry to see your family have to endure the loss of a child. Although I understand words cannot ever accurately soothe the heartache you and your Family are going through right now. Recently my own Family lost their Mother, Grandmother, and my Wife of 46 years. So many friends and family members wishing us well. The greatest comfort I got was when someone told me She is in a better place! It’s very hard to live without our loved ones. We go on living life. But our lost loved ones are living the life with our Lord and savior! Thank the Lord above for our Faith and promise of Salvation and Everlasting life with him when it’s our turn to leave here. It’s my sincere hope your Family finds Peace with the knowledge many people thought highly of Donna, that her wonderful legacy will live on in the memories who knew her.
