Charles Carroll
March 1, 1940 – October 13, 2022
Charles “Toby” or “Chuck” Carroll of Dunkirk passed away at the age of 82 on October 13, 2022. He was born in Huntingtown, MD on March 1, 1940 to Charles and Lillian (Norfolk) Carroll. Charles graduated from Calvert High School in 1958. After graduation, he went to Strayer College of Accountancy where he was an honor student and was initiated into Phi Theta Pi, an International Commerce Fraternity. He graduated with an accounting major in 1960 and received his degree of Bachelor of Commercial Science (BCS).
After graduation, Charles went to work as a payroll clerk at the U.S. Department of Agriculture (USDA) in Washington, D.C. He met his future wife, Anita Marie Popa, in 1960 while both were working for USDA. They were married in June 1961, and remained together for almost 61 years before her passing in March of this year. In 1963, Charles was drafted into the U. S. Army. He received basic training at Fort Gordon, Georgia where he was awarded a trophy for high score on the M-1 rifle. After completing his basic training, he was transferred to Fort Lawton in Seattle, Washington where he was supposed to be permanent payroll personnel. However, a few months later he received orders to transfer to Orleans, France (city of Joan of Arc). He completed his two-year term while in France and was honorably discharged in New York City in 1965. After his discharge, he returned to his job with the U.S. Department of Agriculture where he worked as Accounting Technician, Fiscal Assistant, Budget and Accounting Officer and retired as Accounting Officer in 1995 after 35 years of service, all with USDA.
In the early 1970s, Charles and Anita returned to Calvert County to be closer to family. They eventually made their home in Dunkirk along with their “brother in spirit,” Steve Shepard. Charles loved to travel to warm locations and vacationed in most of the Caribbean Islands and the Mexican RivieraRygtiviera. He enjoyed working in his yard, tending his shrubbery, flowers and lawn. He also enjoyed his frequent gambling trips with his wife to Dover Downs Hotel and Casino and in later years, MGM National Harbor. Charles was a member of the American Legion Post 206, and a lifetime member of the Calvert Humane Society.
Charles was preceded in death by his wife, Anita, his parents, his two sisters (and their spouses), Elsie M. Zentgraft (husband William “Bill”) and Margaret J. Howard (husband Charles “Tink”), “brother in spirit” Steve Shepard, nephew William “Billy” Zentgraft, and niece Jana Howard. He is survived by nieces Genevieve “Gennie” Zentgraft and Christina “Christy” Rickett, both of Prince Frederick, nephew Charles Allen Zentgraft of Prince Frederick, and niece Michelle “Shelley” Heier of Lothian, and numerous great nieces and nephews.

You should be having that grand “Maryland tomato sandwich and sweet corn” meal in Heaven just about now. I’ll bring you more chocolate pudding when I get there. We were Chuck and Anita’s neighbors in Patuxent Palisades. We so enjoyed talking to them both. Truly a lovely couple!! I loved to hear about their trips to Dover Downs (casino) and their trips on cruise ships. Our prayers are with you.
